VanDorien's exception

When the Federal Way School Board was considering the movies- in-schools issue, it was stated that a policy was already on record to cover that issue and there would be no exceptions. However, board president Earl VanDorien Jr., who said he admired Ronald Reagan, thought an exception could be made because there was very little chance anything could happen to affect the name of Reagan.
If he votes what he thinks is in the best interest of the district, why does he not seem to want to listen to the people who elected him into office when they disagree with him?
