Bangor sailor arrested for child rape

A Bangor-based sailor serving on the USS Ohio was arrested Monday for allegedly raping a teenage girl and boy.

David Allan Holmes, 39, was arrested on first- and second-degree rape charges and, as of yesterday, remains in Kitsap County Jail with bail set at $200,000.

Holmes is accused of abusing two relatives, a 15-year-old girl and 16-year-old boy, according to Kitsap County Superior Court documents. The girl told Naval Criminal Investigative Service (NCIS) personnel the suspect raped her "at least two times a week for the last two years, since she was 13 years old," NCIS documents state.

The boy, who is the girl's brother, told the prosecutor's office Special Assault Unit that Holmes committed sex acts with him, according to court documents. Holmes allegedly first committed sex acts with the boy when he was in the third grade, documents state, and occurred on several occasions when he was between 8 and 12 years of age.

The alleged incidents occurred on Naval Base Kitsap-Bangor, court documents state.

Holmes also is accused of taking nude photographs of the girl when she was lying on his bed. Court documents state that Holmes "told her to smile in some of the pictures" and pose in a sexually explicit manner in others. The photos may have been stored on the suspect's home computer and his laptop computer he took with him on his most recent deployment, court documents said.

The boy told investigators Holmes encouraged him to watch pornography and "always talked about sex when he was home from deployment," court documents state.

The girl told investigators her mother learned of the abuse earlier this month when she found explicit e-mails Holmes sent to the girl, according to court documents.

NCIS investigators questioned Holmes last week and he said there was pornography on his computers and he had reported the images to "antichildporn.org."

Holmes reportedly told them he had sex with the girl "a couple times" and stated that he "knew he was going to jail with what he had said," NCIS documents state. He then requested a lawyer.

Kitsap County Deputy Prosecuting Attorney Kelly Montgomery said Holmes "is looking at 120-160 months," or 10-13 years in prison. However, the charges have special aggravating circumstances and, if proven, Holmes could get life behind bars.
